Data gathering within the Eight Steps process serves a different purpose than might be expected. The assumption here is that many "gaps" or, more specifically, student learning needs, have already been identified. They are documented in school improvement plans, district strategic plans, classroom records of individual teachers, etc. The purpose of this analysis is to bring these needs together to identify those that might be addressed through learning technology.
