Depending on the learning goal, a research-based, technology-supported learning program may already exist. In some cases, this may be an off-the-shelf software solution; in others it may be an existing project that can be joined or adopted.

When it becomes necessary to design a unit or program based on theory or best practice,databases of lessons or units to serve as models or starting points can have value. During the design process, instructional models or approaches can provide a framework within which learning goals can be achieved.
